West Virginia Congressional Election 2016 Political Courage Test

Pro-life Do you generally support pro-choice or pro-life legislation?
I only support abortion to protect the health and save the life of the Mother and in the case of Rape and Incest.
Yes In order to balance the budget, do you support reducing defense spending?
No In order to balance the budget, do you support an income tax increase on any tax bracket?
I do believe we can close loopholes for Corporations and eliminate subsidies which would lessen the burden on the citizen taxpayer.
Yes Do you support the regulation of indirect campaign contributions from corporations and unions?
There is too much unregulated money in politics and it needs to be stopped or at the very minimum regulated.
No Do you support capital punishment for certain crimes?
Yes Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
No Do you support mandatory minimum sentences for non-violent drug offenders?
Yes Do you support federal spending as a means of promoting economic growth?
No Do you support lowering taxes as a means of promoting economic growth?
Do you support providing tax incentives to businesses for the purpose of job creation?
I could only support this if there were requirements that if the business didn't create the jobs it had promised that it would be required to pay back any tax benefits it may have received.
No Do you generally support requiring states to adopt federal education standards?
No Do you support building the Keystone XL pipeline?
Yes Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
As a member of the West Virginia Legislature, I was lead sponsor for most of the Legislation to regulate the Hydraulic Fracturing industry. The funding for renewable energy is overdue. The fossil-fuel industry is subsidized by billions of dollars and profits off of taxpayers money. Its time to eliminate those subsidies and give a portion back to renewables to improve our Nations energy security. If we are to mine oil sands for fuel we need to process that oil in Northern N America to create jobs not pump it thousands of mile where it will be processed and shipped overseas.
Yes Do you believe that human activity is contributing to climate change?
Yes Do you support the federal regulation of greenhouse gas emissions?
I believe we can find ways to reduce greenhouse gases in a way that can create opportunities for our citizens and businesses. The Federal Government needs to do more than regulate greenhouse gases, we need to create a mechanism of trading carbon credits to reduce carbon emissions. This was done by George Bush Sr with Sulfur Dioxide and Nitrogen oxides and Ronald Reagan with leaded gasoline very successfully. Its been done before with other pollutants, so we don't need to re-invent the wheel. Those programs that were successful can be modeled to deal with carbon emissions now!
Yes Do you generally support gun-control legislation?
I support common sense legislation to keep guns out of the hands of criminals and the mentally ill.
Yes Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
I only support repeal of Obama care if we move toward and pass a single payer healthcare program like Medicare to cover all of our citizens. Obama care has been a gift to the big insurance companies not to the American citizen.
Unknown Position Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
Unknown Position Do you support same-sex marriage?
I support Civil Unions and believe all should have that opportunity to marry, however I also believe that marriage is an institution of the Church, but generally support to allow that Church to make that decision of marrying people or not. Its not my choice make that decision for them.
Yes Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
Unknown Position Do you support increased American intervention in Iraq and Syria beyond air support?
I support targeting only if there is sufficient evidence supporting the fact that the person being targeted is in fact a terrorist.
No Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
There is too much volatility in the stock markets with insider trading and manipulation by big corporations where it would put the entire Social Security program at risk and benefit Wall Street rather than our seniors.
